The Rajasthan State Pollution Control Board (RSPCB) on May 05, 2026, notified regarding the Adoption of CPCB Framework for Classification of Industrial Process Materials as Waste or By-Products.
The Central Pollution Control Board (CPCB), under the Environment (Protection) Act, 1986, issued directions on November 27, 2024, introducing a framework for identifying materials generated from industrial processes as either waste or by-products. The State Board has adopted this framework and directed all Group In-Charges and Regional Officers to ensure that such identification and declaration strictly follow the criteria and guidelines prescribed by CPCB.
Applicants seeking classification of industrial process materials as by-products must submit proposals to the State Board through the prescribed Common Application Form issued by CPCB. All such applications are to be routed through the respective Group In-Charges and Regional Officers to the Hazardous Waste Cell, which will further forward them to the Technical Expert Committee (TEC) for evaluation and classification as per the framework.
Additionally, Regional Officers must ensure that field inspection teams verify during routine inspections whether any industrial materials are being used as by-products. If such cases are found, they must be referred to the Hazardous Waste Cell for onward submission to the TEC. This process ensures proper scrutiny, classification, and compliance with CPCB guidelines.
